OHLGS ASSESSES EMA FOR THE YEAR 2023 PERFORMANCE

A Monitoring team from the Office of the Head of Local Government Service (OHLGS) as part of the mandate of the office visited the Effutu Municipal Assembly on Tuesday, March 27, 2024 to assess the Assembly based on Key Performance Areas (KPAs) as stipulated 2023 Performance Contract signed between the Assembly and the Regional Coordinating Council.The exercise was aimed at adducing evidence to ascertain the overall performance of the Assembly in seven (7) Key Performance Areas including General Administration, Human Resource Management, Financial Management and Reporting, Infrastructure, Social Services, Economic Development and Environment and Sanitation. The monitoring and verification exercise was also to determine the actual performance of the Assembly for future decision making. At an exit conference, the Director of the Human Resource Division at the Office of the Head of Local Government Service, Mr. Peter Asante intimated that Performance Contract remained one of the major tools of the Performance Management System (PMS) of the Local Government Service (LGS) which enables employees and the Service agree to and be committed to the achievement of set objectives and targets in service delivery within a given timeframe.He tasked the Assembly to ensure that deeds of the staff in the execution of the terms in the contract align with the strategic plan of all decentralized Departments to leverage effective service delivery. Mr. Asante and his team expressed delight in the Assembly’s general performance but were unhappy with the Assembly’s performance in some Key Performance Areas and charged leadership to work on them by instituting feedback mechanisms, willing to improve organizational culture of considering mistakes as opportunities to grow.On his part Mr. Francis Kankam of the Management and Technical Services Directorate of the Office of the Head of Local Government Service noted that the team’s findings on the 2023 Monitoring and Verification Exercise in the Effutu Municipality revealed that a section of the officers did not understand the Key Performance Areas. The Effutu Municipal Chief Executive, Hon. Alhaji Zubairu, thanked the team for the transparent and honest execution and presentation of the exercise and its findings.He pledged to join forces with the Municipal Coordinating Director to rally the staff behind them to work hard to remedy the identified low-Key performance areas to drive home the development of the Municipality.Hon. Zubairu Kassim admonished staff of the Assembly to embrace the shortfalls identified during the monitoring and verification process to turn things around for the general good of the development of Effutu.
